The Internet in his office had just gone done down when Mr. Spinks, an investment banker at HSBC, saw a flurry of police cars and yellow-vested men outside. Reports of attacks carried out by suicide bombers were rife, and in one unconfirmed incident police shot a suicide bomber outside the 42-floor banking tower. “It was just a matter of time.
