If you received your bills during a promotional period, and failed to receive the final bill

If your payment was made early, but was applied late, resulting in charges
If Best Buy Stores, Inc stated specific incentives but HRS failed to fulfill the contract as stated
If Rain Soft or any other merchant [ see a complete list ] stated specific incentives at the time of purchase and HRS failed to comply
