While the use of the telephone is important for legitimate consumer business, something should be done to curtail random digit dialers, predictive calling, and automated calling cues. If these marketers had to actually pay someone to dial the phone, answer it, and talk to people, they would be sure to do so only when it was worth the expense. That would keep legitimate calls legal, but put the breaks on this sort of abuse.”
