Topic Title: Why Can't We Pay At The Store

HW in Virginia has a good point: "I would like to see a law passed requiring stores that offer customers a credit card to accept payments at the store. these cards usually have a ridiculously high late fee and not everyone has access to pay online. If the customer forgets to mail the payment on time, he/she would be able to make it on time at the store. "
